Philippines ASAP the delivery of 4 fighter jets and 2 Maestrale Frigates from Italy to end China Bullying

Philippines will purchase 2 Maestrale class frigates.  The Maestrale class frigates were primarily designed for anti-submarine warfare, however the ships are highly flexible so they are also capable of anti-air and anti-surface operations. Ships of this class have been widely used in various international missions, either under NATO or UN flag, and during normal operations of the Italian Navy.

Two days after President Benigno Aquino III vowed more support for the Philippine Air Force, a defense undersecretary disclosed the department is working for the immediate delivery of at least 4 of the total 12 FA-50 fighter jets it will be purchasing from South Korea.

Defense Undersecretary Fernando Manalo said the Department of National Defense (DND) has begun negotiations with the Korean Aerospace Industry (KAI) while it is waiting for Malacañang's final approval of the sales agreement. It will be a government-to-government procurement that requires multi-year obligational authority from the Department of Budget and Management (DBM).

"Once we get confirmation of the sales agreement and once we get the multi-year obligational authority from DBM, we can start formal negotiations and we can schedule the delivery of at least 4 fighter jets," Manalo told reporters.

"We are negotiating for the immediate delivery of a certain number out of the 12 we are going to procure. We are hoping we can get at least four so our pilots can start their training," Manalo added.

The Philippines retired the last of its US-designed F-5 fighters in 2005 and lacks air defense.

'Minimum deterrence'

In May, Aquino announced a 75-billion military upgrade to defend the country's territory against "bullies." The 12 fighter jets will cost 18.9 billion, part of the 24 items in the shopping list of the AFP.

The AFP modernization will give the Philippines "minimum deterrence capability" so that other countries would "think twice about waging wars against us," Manalo said. Manila is embroiled in a diplomatic row with Beijing over islands in the disputed South China Sea (West Philippine Sea).

The AFP modernization program will serve various purposes, Manalo added.

"We cannot deny that we have an internal security problem. We cannot deny that there are terrorist threats. We need to assert our rights in the West Philippine Sea," Manalo said.

"We are not advocating war. But we cannot just ask soldiers to defend our rights using only their hands. We have to give them equipment," he said. "Buhay na natin ang nakatalaga dito," he added. (Our lives are at stake here.)

Frigates for the Navy

Two frigates will be procured for the Phippine Navy, too. It will cost 18 billion.

Manalo said the navy had already decided to acquire two new Maestrale-class frigates from Italy instead of buying used ones from the Italian navy.

The frigates would add to two refurbished Hamilton-class cutters formerly used by the US Coast Guard that the Philippines acquired from its US ally to upgrade its ageing navy fleet, which includes some vessels that first saw action in World War II.

Manalo is hoping the military's procurement of frigates will give the country a chance to join military exercises with other countries.

Under the 2013 General Appropriation Act, 5-billion was allocated to the "regular fund" of the AFP while 10.6 billion was for "unprogrammed funds." The latter is intended for projects that are awaiting approval.

Manalo said the DND's 2014 budget proposal also includes an allocation of 15 billion for the "unprogrammed fund."

Bases upgrade

Military bases will be upgraded. Manalo said hangars and other infrastructure in various military bases, such as the Naval Base Rafael Ramos in Cebu, will be improved to make them suitable for the new equipment.

Aside from fighter jets and frigates, the Philippines will procure the following:

  • Rocket launcher, handheld radios, night fighting system for the Philippine Army
  • Radar system and long range patrol aircraft for the Air Force
  • Combat utility helicopter
  • Flight simulator
  • Lead in fighter trainers
  • Amphibious assault vehicle

Manalo said the objective is to deliver all these within the term of President Aquino. Outside the 75-billion budget, the DND is also procuring 55,000 assault rifles.

According to Manalo, it is the "deliberate" intention of President Benigno Aquino to implement all 24 projects under the plan before he ends his term in 2016, with initial delivery of at least four of 12 FA-50 fighters next year or soon after.

The FA-50s as well as the radar systems and helicopters will be used mainly to defend interests in the West Philippine Sea, with installations of support facilities, including hangars, set up on Palawan island, the Philippines' nearest province to the disputed territories, Manalo said.

The acquisition of new military equipment will also increase the Philippines' chances to participate in joint training and exercises with other countries or, at least, expand the scope of its participation, boosting its capabilities, Manalo said.

The Philippines has recently disclosed a plan to grant the United States, and possibly, Japan, greater access to its military facilities.

Defense Secretary Voltaire Gazmin said strengthening ties with strategic allies, the United States and Japan, are necessary because the Philippines is not yet capable of dealing with "Chinese aggression" on its own.

To end China "bullying"

"We are modernizing not because we want to go to war with China," he told a news conference.

He said the government had a sworn obligation to defend the "West Philippine Sea," using the government's preferred term for Philippine-claimed areas in the South China Sea.

"We are not saying that this is part of our preparations to assert our sovereignty in the West Philippine Sea. What we are saying is that we cannot just give them up."

Vietnam, Malaysia, Brunei and Taiwan also claim areas in the South China Sea.

    Bago lang kasi ang gripen nagpakilala at urgent yung requirement kaya next time nalang yung gripen.

    besides intindihin natin na ang Korea and Philippines are so vibrant in economic trade kaya mas madali natin bumili ng From Korea kasi may Trade deals na tayo.. babalanse ang Korea bibili din sila sa Pilipinas ng katumbas na bibilhin natin.

    Sa Sweden.. maganda sana ang Gripen pero wala pa tayong good trade ties sa sweden eh.. di naman sila bumibili sa product ng Pilipinas sa magkaroon ng Imbalance sa import between Sweden and Philippines kaya Korea lang muna for first 12 FA-50

    yung FA-50 pangtraining lang natin yan, next time na bibilhin natin standard multi-role fighter jets na. pero dapat pinokus muna a budget sa Air Force, sayang ang pera sa 2 new frigates, ibili nalang sana muna yan ng mga fighter jets. khit 30 FA-50 muna. yung 4 nating warships tatakbo lang rin yan, kapag dumating na ang mga navy fleet ng China, take note may aircraft carrier ship na sila.

    kaya maraing mga gunggong na mga political oppositionists na ayaw magbigay ng all out support kay Pnoy kasi eto yung mga politicians na selfish na walang inisip kung hindi sila lang. they have to realize what Pnoy is doing here is for the entire nation - to defend our nation's sovereignty. if i was an adviser to Pnoy, i would cut the budgets of other non-essential departments and put transfer their budget to our DND budget. although may $2B budget ang DND, i believe it's not enough. it should be doubled to $4B per year or even trippled to $6B a year.

    The reason why China is bullying the Philippines because of stupidity by the Arroyo government to invite China to explore the west Philippine sea and that China has found trillion of barrels of oil can be utilize and now China has re-map the whole South China Sea to be part of there's instead of West Philippine Sea. And now China pursued to have their fisherman fish on our territory and getting closer to our door. We have to unite as Filipinos to regain this territory in order for the Chinese not to play hardball against us. I think our Asean neighbors are not much of help because they just want to make trade with China for their economy. As a Filipinos we are certain that we can withstand and flexible about our economy as long as getting rid of all corrupt people or put them in prison as not to harm the economy or pursue more corruption in the country.

    I urge all Fil-Am people to help contribute to the economy of the Philippines so that we can buy armaments to defend our archipelago from this Chinese bullies or marxist goverment. Don't mind what the president is doing in which that is his job to defend our territory to create budget for our DND but we Filipinos should unite to create a shadow bank to help the Philippine Arm Forces to utilize as extra money just to buy armaments for all Pinoys serving in the military. Once we have this then we can order big time ships and high tech fighters that is more capable to play cat and mouse during a firefight on the air.DND should revitalize to create this kind of shadow bank because it would serve them for good and once there's money just buy a whole pile of necessary armaments to show the Philippines a strong country and just not to depend on help from USA or purchase some of the high tech armaments but will be manufactured in the Philippines as a technology transfer.

    We should invest in Mobile Anti-Ship Missile Coastal Batteries as well. This is not in the AFP Procurement list. I am sure we can procure, position and maintain them far easily and cheaper than whole squadrons of Jet Fighters (although we need those as well). This system could be deployed up and down the western Philippine coast and outlying islands.

    The Harpoon Coastal Batteries come to mind:

    They could be defended by Mobile Anti-Air batteries as well.

    Although this system might make them (mobile) Targets, it is a deterrent that will Surely make the Communist PLA Navy think twice about deploying ships so close to Philippine waters.

    The Harpoons have a 250+ Kilometer Range.

Sana mag-order na agad ulit ang airforce ng 12 more fa50 para nasa production line na ito. 24 fa-50s and 24 gripens plus 4 na frigates to work together e siguradong magdadalawang isip na mga intsik nyan. Dagdagan mo pa ng 10 attack helicopter at 5 asw helicopter na na-order na rin, at pati na ang missile defense from israel... nakow, baka pati yung mischief reef e ibalik bigla sa tin ng mga intsik.     UNCLOS also must be amended because there is a provision that favors invasion of super powers so it favors UK to invade the Falkland Island of Argentina in South America .     Proximity Clause of UNCLOS must be amended reason why USA did not sign it.

    Because Proximity is not an Issue for the territorial ownership, china use it to invade the West Philippines Sea. United Kingdom Invaded the falkland Island of Argentina. China invaded Palawan.

    Proximity is not consistent to 200 Nautical Miles Exclusive Economic Zone.. the UNCLOS itself is having provision contradicting each other.

    for 7,107 Islands in the Philippines, who could settle the island if there is no good source of water and electricity...?

    I agree they should invest mobile coastal battery defense system. A single jet squadron is too much for themselves for multi-mission. What if they cant fly under extreme weather? They should need a backup plan so its a job for the coastal defense to intercept them. With the help geographical high ground terrain and dense jungle will surely give difficult for the enemy to locate them.

    THE Philippines with a $78 Billion money reserves can easily buy a Coastal Mobile Missiles Defense cheaper by 50 percent than buying a new fighter planes and warships. I just read a defense think tank topic of Mr. Felix K Chang, senior fellow from FPRI (Foriegn Policy Research Institute) regarding the pitiful situation of Philippine Military against Chinese navy occupying some islands in Spratlys. The Philippine government is now desperately trying to buy even surplus warships and planes just to counter the aggression.I am impressed at Mr. Chang’s observation and comments regarding how to control this Chinese warships now occupying some the Philippine claimed islands. Come to think of it that Chinese Warships are too far from mainland China (500 miles more distance) than compared to less than 200 miles from Palawan and Luzon islands. This can be covered very effectively by just deploying a batteries of Coastline Mobile Anti Ship Missiles anything for offense and defense.It is now compulsory and a grieve national concern about this Chinese aggression to be check and countered According to Mr. Chang, the amount of purchasing this missiles is 50 percent less than buying a traditional weapons in terms of warships and fighter planes. The Phil. government can start negotiating for this (2) types of missiles which are the Russian made P-800 Yakhont or the U.S. made RGM-84L Harpoon. 36 Batteries each deployed in Palawan and northern part of Luzon can satisfy the defense capabilities to drive out this bullying chinese ships.     Maj. Gen. Gregorio Pio Catapang Jr., newly designated commander of the Northern Luzon Command (Nolcom), said a number of experts have already proven the volume of gold deposits and minerals inside the mountainous parts of FMMR in Nueva Ecija.

    "We are now guarding the area to prevent large scale miners from illegally retrieving the gold mines worth billions of pesos that belong to the government," Catapang told this reporter.
    The three-star Army general said the government can now initiate a move to retrieve the gold deposits by tapping the services of mining experts, Catapang said, adding that three big groups had already relayed their findings (of gold deposits) inside the FMMR.

    FMMR was created by virtue of Presidential Proclamation No. 237 signed in 1955 with a total land area of 44,970 hectares. It is composed of the Cantonment area, Training Circuit, Kalinga sa Kawal off-based housing for military personnel, Jathropa Plantation, National Training Center (Balikatan area), and the Libingan ng mga Bayani.

    He said he will immediately discuss the matter to his immediate boss in the Department of National Defense "so the government can utilize it (rich mining deposit) for our military modernization program. Magiging military super power tayo kapag nagamit natin 'tong kayamanan na ito at 'di a tayo tatakut-takutin pa ng katabi nating bansa na umaagaw sa ating isla," Catapang said.

    He said the government will spend nothing on the proposed mining operations since it can tap a group of miners who are only after royalty.

    The NOLCOM chief said he will propose the contracting of experts to President Aquino and Defense Secretary Voltaire Gazmin to extract the gold and mineral deposits inside FMMR.

    Why should we will wait for that Gold extraction, it takes time.. we have the billions of pork barrel which supposed to be used for the modernization but just pocketed by the congressmen and Senators. We could use that Trillions of budget this next year with almost 70% of it is for the pork Barrel.

    for your information, china has produced numerous ballistic missiles or Intercontinental ballistic missiles (ICBM) that can be armed with nuclear, thermonuclear, atomic, hydrogen, chemical, biological, bacteriological warheads that can annihilate a large number of people and destroy countless territorial assets of the philippines anytime., so what the philippines must have is an effective missile defense shield or system just like those being used by israel defense force, their so called IRON DOME, SPYDER, IRON FIST, PATRIOT AND AEGIS , also being used now by south korea and japan for the defense.
